Division Manager (Terminal Operations) – Qatar

Qatargas has been assigned as the signle operator by all operating companies in Ras Laffan industrial city to manage all non-LNG liquid hydrocarbon storage, loading and common facilities. RLTO (Ras Laffan Terminal Operations) is the department within Qatargas created to manage its obligations as the Single Operator. Job Purpose: Leads, directs and coordinates the safe, efficient and cost effective operation and maintenance of storage and loading facilities for all Ras Laffan products.Key Job Accountabilities: 1. Manages and directs the activities of all operations personnel in the Terminal operations group and performs supervisory duties at the level established by management for the position.2. Plans and controls safe, cost effective storage and loading operations for Terminal facilities in accordance with agreed production and lifting schedules and measured by KPIs. 3. Coordinates closely with RLC (Ras Laffan City) port to ensure that lifting programs will not be constrained by RLC port facilities or support resources.4. Ensures at all times the integrity and continued operational efficiency of Terminal facilities.5. Responsible for equipment reliability and therefore liaise with Maintenance and Engineering entities to ensure their program supports this objective. 6. Liaises with all Ras Laffan end-users to gather production data and keep up to date with any shutdowns and production curtailments that may impact on product lifting’s.7. Leads all operational planning activities of the facilities to ensure that sound short, medium and long term plans are prepared and maintained. 8. Ensures that operational input is given relating to the design of new facilities coming into Terminal scope to provide feedback on operating experience and align design philosophies with Terminal operating philosophies. Ensures a smooth handover whenever a facility is taken over by Terminal.9. Develops a list of competency requirements for each operational position and ensure that appropriate training and testing is established such that all personnel can perform to the highest level.10. Manages, prepares and submits all operating budget for the facilities and manages all contractor activities endorsing/approving invoices and participating in the contract tendering procedures of the Company. Minim Requirements
Bachelor degree in Engineering or a commercial discipline, or equivalent
Minimum 15 years’ previous operations/terminal Operations experience in the Oil or Gas process industry, including at least 5 years at Supervisory/Superintendent level of which at least 3 years relates to storage and loading in Terminal Operations.
Well-developed interpersonal skills with the ability to communicate with several organisational levels. Requires strong analytical, organisational, negotiating and planning skills
