Construction Manager – Qatar

Basic Function and Scope:Plans, manages, coordinates and monitors the overall activities of Construction through EPC phase. Responsible for planning and establishing organizational structure, construction procedures, construction standards, methods, and services to fulfill the wide variety of technical and construction support associated to project targets and objectives. Tasks and Duties:• Supervises the activities of assigned personnel within the Qatargas Project Construction Organization. The specific Managerial and Supervisory responsibilities of all such jobs are detailed in a separate document, included in all job description Manuals. • Directs and establishes the design philosophy for the project’s systems, standards, procedures, methodology and the necessary protocols to carry out the variety of construction support services, to a high standard of performance, which is expected by Shareholders. • Is responsible to interact with Shareholders throughout the design phase and present periodic updates on design features to ensure smooth completions transition. Schedules all Pre-HAZOP/HAZOP Studies, Safety Reviews and HAZID and ensures responsible participants contribute during meetings and disposition action from meetings in a timely manner. • Responsible for overall facility, including all mechanical, electrical, instrument, process, systems, structural and civil works. Monitors all phases of project activities from conceptual and P&ID reviews, Process Technical Reviews (including Commissioning Dossier reviews), preparation of bid packages, participates in contract negotiations as required and recommends contract awards. Oversees project construction or installation work by contractors and approves progress or final payments as their work is accepted. • Independently reviews Inspection programs, Inspections, Non Destructive Tests (NDT) and general surveys on systems such as pressurized vessels, piping, above and undersea pipelines or structures, cathodic protection systems, to ensure code compliance. Provides advice and specification for industrial painting, controlling trade testing and x-rays to contract welders, certifying lifting devices, providing expertise in metallurgy and corrosion. • Manages the establishment and maintenance of a Technical Documentation and Standards. Includes ensuring the correct revision of project procedures, codes and standards are utilized (including records and publications) and making these available to end users.• Participates in project budget development to ensure GATE review process is adequately described to ensure reasonable funding is in order to successfully carry out the various Construction tasks. Monitors budget reports on a monthly basis and investigates and reconciles any significant variances to ensure timely resolution. • Participates in/or chairs a variety of meetings to discuss various plans, environmental and safety issues or outside meetings with Government officials, ventures, Shareholders, contractors and provides technical explanations and recommendations as appropriate. • Responsible for the support of Project’s and Operating Company’s safety, environment and Quality policies and programs, and carrying out specific duties and responsibilities related to his job as spelled out in Management system documentation, policies, procedures, local documentation, Management System Manual, Safety Manual and other related documents. • Carries out other similar or related duties such as reviewing project activity reports, plans, contracts, bid proposals, budgets and other publications, ensuring the proper maintenance of databases, computer-based and manual files and records, and stays abreast of current state-of-the-art technological developments and improvements. • Responsible for document approvals through-out all phase of the project, including timely review, commenting, and approvals. Monitors correspondence, letters, RFI, deviations and transmittals by actions required by dates and provides timely direction and/or decisions. • It is the policy of Qatargas to pursue an active and effective training program for its Qatari employees and each expatriate is expected to participate fully in this effort. The Company is aware that training Qatari employees, whether in the classroom or on the job requires considerable time and effort on the part of expatriate staff. Senior Civil Engineer – Qatar

Basic Function and Scope:The Senior Civil Engineer supports the Project Management Team (PMT) during the FEED, detailed engineering, construction and commissioning phases of the Project. Ensure that the civil and structural design and installation work meets the Project safety, environmental, operational, quality, cost, design, and schedule objectives. The individual should have a sound knowledge and understanding of Company procedures and processes in order to support the Project Management Team. An ability to work independently is required as well as strong computer literacy. Tasks and Duties:• Support the Engineering Manager in coordinating/ communicating various issues that affect the civil and structural engineering design, safety, and regulatory compliance of the work.• Responsible for insuring that electronic Management of Change (eMOC) on Project design is performed according to established procedures, and work with the Business Unit to ensure eMOC adequately documents rational. • Facilitate and coordinate all civil and structural engineering technical work products, is responsible for technical input on facilities sharing/allocation issues.• Evaluate / comment work performed by the Contractor and sub-contractors to insure that the work is being executed in accordance with project specifications, Company standards, and regulatory requirements. Includes review of civil, structural design drawings, documents, and specifications.• Identify and assess deviations to Contract Technical Specifications and regulatory requirements; ensure that such deviations will be processed according to project procedures and maintains Deviation Control Log.• Steward civil, structural engineering queries from the Contractor and sub-contractors as well as technical information requests.• Contributes to the development all of Project Report and protocols to ensure a successful GATE compliance review.• Keep Engineering Manager informed of civil engineering progress, deviations, and execution concerns.• Participate in civil engineering reviews, 3D model reviews and design reviews at Contractor’s and subcontractor’s locations.• In collaboration with the Engineering Manager, gain alignment with the PMT on project engineering needs, objectives, and requirements.• Participate in kick-off meetings with the contractor and PMT to ensure common understanding of engineering requirements, including deliverables.• Conduct project team member briefing sessions with respect to civil engineering requirements and processes.• Coordinate owner and PMT civil engineering portions of 3D model reviews, design reviews to minimize disruption of the contractor’s work.• Participate actively in the project’s change management program.• Steward the process of capturing and communicate civil engineering and design lessons learned for the project.• Assist the Engineering Manager in stewarding the contractor’s activities with respect to civil engineering execution including:1. • Bachelor of Science Degree in Civil Engineering, Structural design is preferred. • Minimum of fifteen (15) years’ broad experience in all project phases i.e. engineering, procurement, and construction, would have at least five (5) years’ specific involvement in major refinery or petrochemical complex design.• Minimum of ten (10) years’ construction and field experience with demonstrated, supervisory skills of five (5) years’ onshore facilities comprising of blast resistant buildings, pipe racks, pipe bridges, roads, drainage system etc.• Minimum five (5) years’ Middle East experience.• Experience with government agencies, contractors and vendors, in particular those involved in the construction of onshore facilities.• Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities• Excellent understanding of Project Technical requirements.• Strong written and verbal English language communication skills.• Computer/IT literate.

Senior Static Equipment Engineer – Qatar

Basic Function and Scope:The Senior Static Equipment Engineer is the technical expert on static mechanical and package equipment. Oversees FEED execution as well as EPC contractor’s production of the required static equipment deliverables. Facilitates interfaces among the other Discipline Engineers of PMT and FEED and EPC contractor’s organization with respect to static equipment issues. Ensure that the Static Equipment design meet the Project, safety, environmental, operational, quality, cost, design, and schedule objectives.Tasks and Duties:• Responsible for all aspects of static/package equipment selection, design, procurement, installation, commissioning, and start-up planning. Provide overall static and package equipment technical leadership and expertise.• Ensures the Qatargas Project’s requirements, as detailed in the Technical Specifications, for all Static/package equipment are met. Coordinate with other disciplines of PMT for progressing the design, procurement, manufacture, erection, commissioning and start-up of static and package equipment activities to adhere to project schedule. • Review Piping and Instrumentation Drawings (P&IDs) for safe and operable static equipment features. Review, comment and approve work performed by FEED/EPC Contractor and vendors to ensure the work is being executed in accordance with project specifications, company standards, and regulatory requirements. Includes review of thermal, mechanical design drawings, calculations, documents, and specifications. Identify deviations if any and manage them as per project procedures with appropriate approval. • Directs and oversees the activities of inspection, monitoring and certifying the quality of all static and package equipment and project installations. Reviews inspection programs, inspections, Non-Destructive Tests (NDT) and general surveys on systems such as pressurized vessels, columns, reactors, fired heaters, vendor packages and structures to ensure adherence to project specifications, manufacturing tolerance and code compliance. Provides advice and specification for industrial painting, controlling trade testing and x-rays to contract welders, certifying lifting devices, providing expertise in metallurgy and corrosion.• Participate in site material receiving inspections, conduct field erection inspections along with QC for compliance to erection tolerances. Monitor and Co-ordinate package erection activities and other static equipment erection activities during construction and assist Construction Manager as and when required.• Review and approve spare parts requirements for commissioning, start-up and 2 year operations as per company policy and procedures• Conduct meetings with Contractor, sub-contractor and vendor Engineers for adherence to specifications, to resolve technical issues if any. Prepare and submit monthly progress data, including narratives, charts, graphs, etc. on static and package equipment issues to the Engineering Manager. Provide static equipment input for Hazardous Operations (HAZOP) reviews, Risk Management activities, as appropriate.• Assist Engineering Manager in stewarding FEED/EPC Contractor’s activities with respect to static and package equipment engineering execution. Ensure that the contractor staffs the project with adequate numbers of qualified personnel, contractor employs the appropriate design tools, including computer hardware and software, contractor adheres to all appropriate specifications and standards, contractor provides all contract documents, including those referred to in the job specification.

Senior Project Engineer – Qatar

Basic Function and Scope: The Senior Project Engineer’s main function will be to coordinate technical interface activities within the Contractors engineering team and QG Engineering department and ensure that the resultant design is in accordance with the Project Basis of Design and all Project requirements, procedures, budgets and schedules. Furthermore, the incumbent will monitor the progress and coordinate the resolution of external interface matters related to engineering. Within these areas of responsibility he will be required: • To ensure Project safety standards are met or exceeded. • To co-ordinate with the discipline engineering expertise to ensure that interfaces are managed so that the plant will function in accordance with the Project Basis of Design. • To monitor the EPC Contractor in the execution of his responsibilities under the EPC Contract Tasks and Duties:• Ensure that all interfaces are coordinated in a logical, systematic and professional manner, monitoring the activities of the EPC contractor in order to achieve a safe, healthy, environmentally friendly, timely and within budget realization of the project. • Lead Project risk management reviews for the project. • Ensure to have all plans and procedures to be in place for the project. • Ensures the project is QG iPMS compliant by coordinating the development and management of project procedures and documents. Furthermore, coordinates all GATE reviews.• Leads the project execution to be in compliance with iPMS standard.• Liaise and coordinate with the other disciplines (Process, Civil, Mechanical, Electrical, Quality, Instrumentation and HSE) in the resident team to adequately manage the interfaces for areas where additional expertise is required. • Monitor and review the activities of the Contractors, ensuring that their activities are in accordance with all Project contractual, statutory and regulatory requirements. • Keep the Lead Project Engineer fully informed and highlight issues which have an impact on Project Basis of Design, cost or schedule or safety or regulatory compliance. Provide verbal and written reports as necessary in order to communicate such information. • Liaise and coordinate with external stakeholders/regulatory authorities as required to achieve timely approvals. • Ensure full compliance with all applicable Qatargas and Project policies and procedures. • Provide support to Site engineering and construction personnel as required. • Establish effective working relationships with PMT Members, Project Staff, Qatargas OPCO, Shareholders and Contractors to establish and maintain required working interfaces during Project execution. • Organizing layout and maintenance reviews, 3D model and other reviews. • Coordinate the technical assessment of spare parts recommended by vendor and inform the operations organization in Doha of the results and ensure necessary order actions are taken.• Collaborate with Document Controller to setup effective document management systems during all phases of the project, including tendering process, clarifications and document approvals. • Manages vendor packaged skids during engineering and construction.• Ensuring construction scopes of work are prepared to the agreed specifications and are completed in time. • Ensure project reviews are held at the appropriate time. • Ensure as built drawings/documents are issued in a timely manner. • Contribute to Project Close-out Report.

Division Manager (Terminal Operations) – Qatar

Qatargas has been assigned as the signle operator by all operating companies in Ras Laffan industrial city to manage all non-LNG liquid hydrocarbon storage, loading and common facilities. RLTO (Ras Laffan Terminal Operations) is the department within Qatargas created to manage its obligations as the Single Operator. Job Purpose: Leads, directs and coordinates the safe, efficient and cost effective operation and maintenance of storage and loading facilities for all Ras Laffan products.Key Job Accountabilities: 1. Manages and directs the activities of all operations personnel in the Terminal operations group and performs supervisory duties at the level established by management for the position.2. Plans and controls safe, cost effective storage and loading operations for Terminal facilities in accordance with agreed production and lifting schedules and measured by KPIs. 3. Coordinates closely with RLC (Ras Laffan City) port to ensure that lifting programs will not be constrained by RLC port facilities or support resources.4. Ensures at all times the integrity and continued operational efficiency of Terminal facilities.5. Responsible for equipment reliability and therefore liaise with Maintenance and Engineering entities to ensure their program supports this objective. 6. Liaises with all Ras Laffan end-users to gather production data and keep up to date with any shutdowns and production curtailments that may impact on product lifting’s.7. Leads all operational planning activities of the facilities to ensure that sound short, medium and long term plans are prepared and maintained. 8. Ensures that operational input is given relating to the design of new facilities coming into Terminal scope to provide feedback on operating experience and align design philosophies with Terminal operating philosophies. Ensures a smooth handover whenever a facility is taken over by Terminal.9. Develops a list of competency requirements for each operational position and ensure that appropriate training and testing is established such that all personnel can perform to the highest level.10. Manages, prepares and submits all operating budget for the facilities and manages all contractor activities endorsing/approving invoices and participating in the contract tendering procedures of the Company. Lead and supervise the routine and non-routine activities of the Employee Relations team to address employee related issues. Senior Commercial Analyst – Qatar

Job Purpose: Develop and maintain all necessary economic models, conduct fundamental market analysis, provide analytical support for new and existing sales opportunities and support QG’s external reputation. Key Accountabilities: Modelling – • Maintain project economic models in order to evaluate the financial impact of proposed changes to the sales portfolio and other key changes in parameters, e.g. fiscals or yields, for both the State and Shareholders primarily in terms of IRR, NPV, and cash flow.
• Develop new and continuously improve existing economic models and evaluations, as required and directed by the Head of Economic Evaluation.
Analysis – • Provide accurate, reliable and timely intelligence to the Marketing Department and C&S Management with regards to existing and potential competitors and customers and develop a view on fundamental developments in the natural gas and LNG industry affecting the prospects for Qatargas’ LNG.
• Evaluate proposals for new and existing LNG sales in relation to quantities, pricing, shipment size, method of payment and other relevant terms and conditions and develop recommendations and counter-proposals based on solid market intelligence and data analysis.
• Participate in the planning and implementation of short, medium and long-term LNG Marketing Strategies and Plans.

Senior Operator (Offshore) – Qatar

Senior Operator
Carry out routine check of the plant operating condition, sampling, checking of running condition of equipment. Completion of Senior Secondary Education (12 years) plus Technical Training together with 6 years of experience in Production Operations in the Offshore platform (wells experience) with the Oil and Gas Industry or similar. Dehydration unit and pigging operation experience (cleaning pig and batch pigging). Good knowledge of written and spoken English.
Carries out routine checks of plant operating conditions in accordance with set schedules. Includes taking samples, recording readings, checking running condition of equipment, etc. Monitors plant operations on site. Includes adjusting local set points and gauges to accommodate fluctuations in operations, reports major abnormalities to Supervisor as required. Opens and shuts various valves manually. Starts and stops pumps and rotating equipment in accordance with set procedures and Supervisor’s instructions. Carries out minor maintenance and housekeeping duties as required. Includes greasing, cleaning and replacing minor parts on plant and equipment. Calculates various well tests to determine well parameter such as gas production, gas and condensate ratios, etc.

Contracts Specialist – Qatar

Specific Role Purpose:
Should be able to lead high value and complex tenders from end-to-end, within the company KPIs and bring best value for money to the company. Able to provide specialist knowledge and guidance to Contracts Engineers and Contracts Administrators within the team. Make recommendations for continuous improvement of the systems and process, and to bring best practices in the industry by leading such project implementation. Specific Accountabilities:
1. Responsible for all allocated PRs tendering and contracts activities such as strategies, approvals, preparation and issuance of tenders and contracts, clarifications, site visits, bid evaluation and award of contracts, signing and execution of contracts. 2. Handles post contract related activities like PBG, Insurance, issuance of change orders if any, Performance of Contractors, settlement of disputes and claims, cancellation/termination of contracts as required. 3. Prepare all documents for management and tender committee approvals. 4. Day-to-day interaction with end user Departments, Legal, HSE, Finance Departments and Contractors to ensures that all tender related activities are executed as per established policy and procedures. 5. Keeps track of latest industry and business practices. Conducts commercial negotiations and derives suitable commercial strategy towards cost savings for Company. 6. Review and provide solutions/advice in certain cases of post contract award issues with Contractors or end users including providing interpretations and settlement of contractor claims. 7. Senior Electrical Technician (Offshore based) – Qatar

Apply trade skills to routine / non-routine plant maintenance, installation and repair of equipment within allocated timeframes, whilst adhering to safety procedures. Carry out routine / non routine plant maintenance, installation and repair activities. Responsible for completing work according to allocated timeframes and to high craft standards. Provide coaching to technicians and monitor progress in order to meet agreed work schedules and deadlines. Identify potential problems and resolves if able to or escalates when necessary. Ensures proper and adequate supplies of spare parts and consumables are available for planned activities in order to maintain continuity of work progress. Inspect received equipment, ensure correct consignments are received and prepare work / discrepancy reports. Maintain tools and equipment in optimum condition. Attend to routine / emergency callouts outside working hours. Ensure the workplace is kept clean, prepare work permits and ensure that work is carried out in a safe manner as per company procedures.
