Commercial Manager (Oil and Gas) – China

BRO Manager
Beijing Representative Office (BRO) 1. Maintains the relationship with Buyers by the frequent contacts necessary in Chinese business protocols. Ensures close and frequent communication with Buyers, Ship-owners, and Qatargas to ensure safe and efficient operations are maintained to the benefit of Qatargas. 2. In order to protect the interests of Qatargas in this important matter, closely guides information exchange, related to procedures of the ADP (Annual Delivery Program) between Qatargas and Buyers, with defending and protecting Qatargas position. 3. Responsible to ensure the monthly 90 Day Delivery Schedule and requests are exchanged between Qatargas and Buyers. Supports Commercial & Shipping to communicate details of ship movement to LNG Buyers to ensure ships meet contractual arrangements for delivery of LNG in accordance with the ADP and the 90 Day Delivery schedule. 4. Manages timely communication of details of delivered LNG to Sales Administration Department to allow invoicing to be conducted swiftly and accurately. Ensures invoices from Qatargas to LNG Buyers are correctly processed, and payments are made in accordance with the SPA. 5. Liaises regarding sales promotion for Qatargas Commercial and Shipping to Chinese Buyers including the new long term LNG sales contract, Master Agreement, and spot cargo deliveries (but is not involved in sales negotiations, pricing discussions or contract signing). 6. Coordinates Shipping Emergency Exercise in BRO and participates in the emergency response procedures for Qatargas involving Qatargas LNG vessels in Chinese waters and acts as BRO site commander as required. 7. Prepares yearly and 5 year budget to meet operational needs for the BRO, and monitors the variance against the budget. 8. Supports the management and administration of the BRO to ensure the office business and its control in accordance with the Qatargas Policy & & Procedures and the BRO Management Procedures. When necessary, acts as Acting BRO Chief Representative. 9. Manages the recruitment of BRO staff,training and staff competency, liaises with local labour agent on contract renewal and staff welfare. 10. Ensures that the BRO activities and role, its communications on marketing issues with actual or potential Chinese LNG customers, its interaction with the Qatargas Marketing Department, and certain organizational issues are arranged so that the BRO operates in accordance with the company’s tax obligations policies and procedures. Minimum Requirements B.Sc. Degree in an appropriate discipline (Business, Economics, Engineering or Finance). Minimum of 8 years’ experience in the LNG business with primary focus on commercial issues. Extensive LNG commercial and shipping knowledge and experiences. Scaffolding Specialist – Qatar

Specific Role Purpose:
The Scaffolding Specialist ensures all scaffolding plans are conducted in a safe manner in compliance with international standards and code of practices. Should be able to work under pressure and willingness to work in varying conditions. Specific Accountabilities: Lead and supervise the scaffolding team to ensure that all scaffolding activities are performed safely and in compliance with Qatargas HSE&Q Policy & Procedures, Permit to Work Systems (PTW) and H2S/BA.
Attend the risk assessment meetings, address the risks identified by the Risk Assessment Report and identifies the resources required to ensure the scaffolding operations are carried out safely.
Provide onsite verification of the approved scaffolding design proposals / reports, sketches, method statements and job safety analysis (JSA) and the approved inspection procedures.
Prepare, analyse and approve scaffolding design proposals / reports, sketches, method statements and job safety analysis (JSA) and to assess the scaffolding procedures on behalf of Qatargas (maintenance services).
Review and approve all the scaffolding plans and procedure submitted by contractors, including critical / complex scaffolding activities and ensure the approval by a certifying society.
Cascade Scaffolding Inspection Plan, advance instruction with scaffolding team and assign duties as required.
Ensure that all personnel from the scaffolding services contract meet the requirements of Qatargas and are competent enough to execute the scaffolding operations in a safe manner.
Ensure that all scaffolding material which including tubes, fittings, ladders and scaffold boards are inspected and certified before use.
Participate in scaffolding incident investigation as subject matter expert.
Prepare or supervise electronic tracking record for scaffolding material.
Prepare Qatargas induction training modules for scaffolding crews. Specific Requirements (Technical Competency): HND in structural, mechanical or equivalent, discipline.
Completed CITB Certificates, including ECITB (Specialist) and ICITB (Inspector) or equivalent.
Minimum of 10 years’ experience including 5 in a supervisory position, handling scaffolding work in petrochemical, oil & gas industry.

Control Systems Engineer – Qatar

Specific Role Purpose:
The Control Systems Engineer (Turbine Control) supervises, plan and is responsible for the safe operation and functionality of regulatory control and safety systems associated with gas turbine drivers of electrical power generation and gas compression units deployed at Qatargas. Provide day-to-day troubleshooting and support to operations and maintenance. He is also responsible to prepare PTW/JSA, TBT and other supporting documents as per job requirement. Should be able to work under pressure and willingness to work in varying conditions. Specific Accountabilities: Directs and coordinates the timely, proper and efficient repair of equipments and systems during breakdowns. Includes supervising troubleshooting of breakdowns, ensuring proper diagnosis of the fault, determining repair procedures and authorizing the necessary remedial actions.
Personally troubleshoots major breakdowns as required.
Plans and supervises the development and implementation of preventive maintenance policies, procedures, schedules and programs.
Participates in the planning and direction of gas turbines overhauls, LTPI, HGPI and major inspections related to turbine control systems.
Supervises the activities of assigned personnel in the turbine control section.
Performs supervisory duties at the level established by management for the position.
Ensures all the system security and hardening is enforced and administered as per Qatargas control system security policy.
Accountable for supporting system audits and closing any identified gaps.
Provide mentoring and coaching for development of Qatari Nationals. Specific Requirements (Technical Competency): Must have a Bachelor’s degree in Engineering or Science in Engineering in the area of specialization from an accredited University.
Minimum 6 years’ of experience in maintenance in gas processing facilities or Oil & Gas environment particularly having maintenance experience of Gas Turbines and related Control Systems including knowledge of third party System Interface such as DCS, Bently Nevada, CCC control and IPS.
Knowledge on hardware and software on MKVI, MKVIe control systems and Gas Turbines Frame 5, 6 and 9. Troubleshooting, diagnostics and system administration experience on above systems.

Senior Instrument Technician (Offshore based) – Qatar

Senior Instrument Technician (Offshore based 28 days on and 28 days off rotation) Single Status
Regular monitoring, disassembly, repair and reassembly of equipment, overhaul and repair of Offshore Plant equipment. 6 years of Offshore Instrumentation working experience plus previous field experience is required on DCS, ESD and Fire & Gas equipment. Must have working experience on Foxboro / Triconex / Invensys System.
Completion of Secondary Education (12 years) / Diploma in Instrumentation plus 2 years of formal automatism’s training or equivalent together with 8 years of experience in Maintenance / trouble shooting of Industrial automatism in Oil & Gas industry or similar. 6 years of Offshore Instrumentation working experience plus previous field experience is required on DCS, ESD and Fire & Gas equipment. Must have working experience on Foxboro / Triconex / Invensys system. Good written and spoken English.

Senior ICS Cyber Security Engineer – Qatar

The Cyber Security Engineer responsible for executing the ICS Security Enhancement project and will be the lead engineer providing technical and strategic, day-to-day management and coordination of this project with the EPC Contractor executing the job. He will be responsible for research, engineering and navigating technical problems in consultation with the EPC Contractor throughout the 3 year duration of the project. He is key to the successful delivery of this project. Accountabilities :This individual will have specific responsibilities and accountability for designing, testing and installing the above mentioned security tools, managing the risks associated with live integration of 150 systems (which includes, but not limited to critical systems such as DCS, Turbine Control Systems, Safety Systems, Electrical systems, etc.) currently installed in over 100 ITR’s and Sub stations. Offshore Inspector – Qatar

Able to make a discipline technical contribution in a field of inspection. An individual at this level is expected to work with minimal direct supervision and in turn be able to supervise contractor resources. This job is on Rotation based in Offshore – 28 days on and 28 days off.Key Accountabilities :1. Implement schedules relating to planned inspections/repairs for designated area of responsibility, coordinating with Operations Planning and Maintenance to obtain requisite permits.2. MOC and CADD Coordinator – Qatar

Maintains, coordinates and controls the Management of Change (MOC) system and Computer Aided Design and Draughting (CADD) office Services to ensure effective and reliable operations supporting flow of information and data across MOC and project delivery teams, functional groups and external contractors.
Key Accountabilities:1. Coordinate with all the stakeholders of Management of Change (MOC) tasks ensuring compliance to the Company policies and procedures.
2. Coordinate system management, maintenance and administration to ensure continuous application of E-MOC system as an effective tool to support the Engineering change management process across the Company.
3. Establish E-MOC training requirements for Company personnel to ensure the process is understood and adhered by all stakeholders. Train managers and supervisors; develop training plans for all users according to their role requirement while using MOC system, meeting department training objectives.
4. Arrange Plant Change Committee meetings for the Quality Gate 1 & 2 reviews/approvals of change request for initiation and plan projects and make investment decisions (PPMID), preparation of agenda, distribution of meeting outcome and completion of workflow tasks in MOC system.
5. Update the MOC reporting Database, enhance the reporting functionality, issuance of periodic report for all the stakeholders, process health and ensure that correspondence with stakeholders in relation to schedule and follow-up.
6. Coordinate and supervise the daily CADD office activities including matching tasks to resources, resolving conflicting priorities, assigning work priorities and reviewing of completed work.
7. Ensure software’s license management including data security, software installation, version upgrades, data migration, archiving, and back-up routines meets operational needs and provides guidance on Company requirement to the contractor/vendor.
8. Develop, implement and maintain CADD Standards, Drawing Office work practices and related procedures. Ensure compliance of internal & external projects, verify status, relevance and currency of documentation before acceptance for use in the Company.
9. Coordinate updating of Company technical document management system with the revised, new and superseded documents to reflect new projects and internal modifications. Ensure that all documentation updating in accordance with established project procedures prior to closeout of MOCs.
Minimum 8 years’ experience in a major projects environment and/or operations and maintenance of hydrocarbon processing facilities, preferably in the oil and gas industry, including 3 years in a supervisory position.
Knowledge and understanding of the engineering change management process & procedures, technical document management and CADD environment.
Excellent command of written and oral English with presentation and report writing skills. Excellent computer skills including MS Word, Excel & Access and understanding of database comparison & conversion, TDMS and CADD skill set.

Safety Manager (Safety Off Plot) – Qatar

Head of Safety Off Plot Plans, manages, and supervises all safety activities to ensure that applicable Qatargas safety standards and programs are achieved and maintained at Qatargas on-plot/ off-plot facilities.Key Job Accountabilities:1. Oversee the implementation, maintenance and monitoring of Qatargas Safety Programs in the area of responsibility. Champion of development of safety reports that identify critical activities, highlight safety concerns for management attention and ensure key safety information are communicated, followed-up and documented in a timely manner.2. Senior Internal Auditor – I T – Qatar

Job Purpose:
Conducts, plans and executes internal audits to evaluate the adequacy and effectiveness of internal controls, accuracy of information reported and compliance with policies and procedures. Provide I.T. auditing subject matter expertise for the Internal Audit Department in order to ensure that:-• QG information systems and technology are properly audited; and • QG Internal Audit Department makes appropriate use of available technology. Key Accountabilities:
1. Plans audits by analyzing business processes and preparing risk assessments to determine the controls to be tested. Defines the audit scope, objectives and audit program steps in order to test the system of controls and obtains approval for the plan from the Head and/or CIA. Formulates and agrees audit plans, scope and objectives with auditees.
2. Detailed planning and execution of I.T. audits.
3. Conducts audit fieldwork by coordinating audits teams and testing controls and compliance with policies, procedures and agreed practices.
4. Prepares internal audit reports, audit plans, progress reports, and early reports on potential significant findings.
5. Conducts follow-up of prior audit observations to ensure agreed actions are implemented by the Auditee.

Plant Safety Officer – Qatar

Roles at this level ensure the provision of a safe and environmentally compliant work environment for all Qatargas and contractor personnel in an assigned area of the operation. This includes developing and monitoring procedures, delivering training programs and carrying out field inspections and audits. There is also a role in incident control and the subsequent investigation of causes, and preparation, review and assessment of statistics.
Key Accountabilities:1. Ensures that safety equipment and facilities are kept in working order by developing and implementing preventive maintenance programs and associated procedures.2. Ensures regular inspection, testing and maintenance of all fixed and portable equipment within an assigned area of responsibility.3. Assist in developing and conducting training programs in SEQ related principles and practices.4. Monitors and facilitates the activities of maintenance and construction crews carrying out work under permit to work system to ensure SEQ compliance.5. Advise and assist in incident control during major accidents or emergencies on site, investigates incidents and prepares assessments and reports.6. Provides work direction to safety, environment and quality technicians in order to ensure work requirements are met within necessary standards.7. Coordinate allocation of adequate stock of safety and emergency equipment and protective clothing are available at all times.8.
